Methodology

Every row is a verbatim sentence read from the named source's own page through the estate's fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).

12 of the 31 named sources that could be read published a usable figure; 18 published none and are recorded as not published, never filled in; 2 could not be read (blocked, dead or unreachable) and count nowhere.

The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in USD (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 101 candidate sentence(s) were refused by a reviewer with the reason recorded.

Derivation as chartered: one row per published buyer PO policy or standard purchase-order terms document: whether the PO number must be quoted on the invoice, the default payment term in days, the value threshold above which a requisition or PO is mandatory, whether a blanket or standing order is permitted and its per-call cap, whether e-invoicing or EDI is mandated, and the named fields the order must carry.

What nobody publishes is the DISTRIBUTION across buyers - the median payment term, the share of buyers refusing an invoice with no PO number, the median mandatory-PO threshold and how it moves with the statutory ones (the US micro-purchase and simplified acquisition thresholds, the Australian procurement threshold, the UK implied 30-day term) - by sector and jurisdiction, and changed-since on each rate year.

101 candidate sentences on these pages were refused by a reviewer; each refusal and its reason is recorded in the review ledger.
